BIS #7505 WELEAD – Empowering Women for Effective Grassroots Governance

In a significant move towards strengthening grassroots democracy and inclusive governance, Bosco Gramin Vikas Kendra (BGVK) has launched a pioneering initiative, Women Empowerment and Leadership for Effective Administration and Development (WELEAD). The project, in collaboration with BMZ, Don Bosco Mondo, and Don Bosco Development Society Mumbai, aims to equip elected women representatives (EWRs) with the necessary skills and knowledge to lead autonomously and responsibly at the Gram Panchayat level.

The initiative will be implemented across four districts of Maharashtra—Palghar, Nandurbar, Aurangabad and Ahmednagar—through the partnership of Six Civil Society Organizations. WELEAD seeks to foster equitable, inclusive, and accountable governance by addressing systemic challenges in local administration. The current scenario in rural Maharashtra reveals critical gaps in democratic participation and governance. Voter choices are often influenced by caste and religion rather than a candidate’s merit, while elected representatives lack the administrative and technical know-how to govern effectively. Transparency remains a challenge, and Panchayats frequently struggle with inadequate resources, infrastructure, and communication systems.

Through targeted interventions, WELEAD will empower elected women leaders—including Sarpanches, Vice Sarpanches, and other EWRs—to fulfill their roles efficiently. Key stakeholders, including men, women, and youth from local villages, will also be engaged in training sessions to create a more participatory governance model.

WELEAD project aims to empower women leaders in governance through capacity-building sessions. It focuses on good governance, leadership development, gender-sensitive policy-making, and understanding the Panchayati Raj system with a human rights approach. The program promotes social inclusion and political participation, ensuring equal opportunities for all. By equipping women with leadership and policy-making skills, WELEAD fosters accountable and transparent local governance. This initiative strengthens decision-making abilities, encouraging inclusive and participatory community development.

Speaking about the project, representatives from BGVK emphasized the importance of empowering women in governance. "Women’s active participation in decision-making is crucial for the development of rural India. With WELEAD, we aim to strengthen their leadership and ensure they play a transformative role in grassroots governance."

Fr. George, Director of BGVK, added, "True progress happens when women are not just heard but lead the change." As the project progresses, it aims to create a more inclusive and transparent local governance system, with women leading and shaping key decisions for their communities.
